Aet versus Aet +10bpm

Apart from specificity, can someone explain to why fit Athletes are able to have very small differences in pace between Aet and Aet +10bpm.

If someone is not fit but are an efficient and economical runner (natural runner) will they still have an Aet pace that is close to their Aet +10bpm pace?

I have really enjoyed reading the posts around here lately and would like to nail down some protocols that will help me improve my Aet pace versus my Aet+10bpm pace.

Is it just a matter of becoming fitter??
