wattage: training vs racing

KP I was thinking this whlie out on my ride today. We generally train in specific zones with respect to power and HR and this data seems to come from ride specific training i.e. your workout is a ride and not a swim-ride or run-ride. For me my FTP around 250ish. You then "back calculate" and find your zones and HR tends to fall in line with them. So my steady is about 165-195w and HR 110-130.(these are just ballparkers by the way) However when I race I find a different story. For the same given power my HR is elevated. Last weekend I raced and my power was 204NP avg HR 136. Were I to do that on a training ride my HR would have been quite a bit lower say 120-125 Can all of this be attributed to the swim before hand? Does it mean poor swim fitness? and if so what numbers are best to go by power or HR or RPE? I just wonder if more emphasis or more training done with swim-bike or run-bike sessions help at all.
